Larry, writing from the Ebbitt Hotel in Washington D.C., recounts his journey to Washington and provides an update on the French Spoliation Claims that were to go before one of the two Judiciary Committees of Congress. The cases relate to depredations made against American shipping by the French in the Quasi-War (1793-1800) and the claims that were waived in the Treaty of 1800.
